The reason for wwI was because of a grand duke royal assasination. The reason for wwII was because of the incredible inflation rate imposed on the german people. The twenty years between the two wars, which was a continuation of wwI was caused when Hitler bullied an aging chancellor into ceding him total power over most of the state of germany. German treaties with Japan, and Italy prior to its conflict with britain and france only put in place, no doubt that germany under Hitler had every intention to make Britain and France pay for the imposition of germanys dire financial state of those last 20 years of incredible inflation on the national budgets. He even had a meeting with the pope just prior to his invasion of france.I believe that germany would have invaded France even sooner than they did, because in hindsight, the financial punishment imposed on the germans loss in wwI and the english loss of life in trench warfare was to much for thier nationalism to maintain its respect, causing countrywide resentment. That made it easy for hitler to rally the german masses for wwII. If the allies had been even more strict, the war definitely would have started sooner.

a very bitter, nasty, but short, war might have broken out in 1936 after Germany's Army returned to the Rhineland and the French Army promptly attacked with or without the support of Britain.

in 1936, the German army wasn't very mobile [it used horses just like in 1918] and the French tanks, even though few, would have had little effective opposition.

war over in a few months as the German Army would have had its supply lines cut repeatedly.

I'm not sure how much stricter than declaring war on Germany you expected the Brits to be exactly.

It seems a pretty strict reaction to me.

What you are really asking is how could military planning have been done differently if it was assumed that war was unavoidable, however at the time it was hoped that war was avoidable for obvious reasons so the attempt was made to avoid it up to a point when it was no longer possible.

Once that point had been reached the reaction was, as I have said about as strict as it could get.

It would have mattered very little, France and England were ill equipped at the time despite the warnings that the Germans were obviously easily the most powerful and well equipped war machine in the world.
